Ronnie Keister

Ronnie Keister is in his third term serving the citizens of Lubbock County as the Tax-Assessor Collector.  Ronnie has been very active in the Tax Assessor-Collectors Association of Texas (TACA) by serving as Director, Internal VP, External VP, and now as President of this prestigious state-wide association.  He has also served as the DMV Liaison Committee Chairman for TACA and is a member of its Legislative Committee. 

Ronnie also is an Associate Member of the Lubbock Area Republican Women, a member of Lubbock Young Republicans, the Lions Club, an Elder with the Hope Lutheran Church, and is a volunteer soccer coach and volleyball board member for his daughters’ sports interests.

Ronnie and his wife Heather have been married since 1999.  They have three children:  Emily, Georgia Kate, and Jackson.  Heather is an engineer with Freese and Nichols, Inc., with both P.E. and CFM designations.

We also provide Limited Services at the following locations.  These limited services locations will provide vehicle registration renewal.  Just present your current renewal notice, along with your proof of liability insurance, at their service counter.  Renewals can be handled by these locations for the previous month, current month, or next two months.

Online Vehicle Registration Renewal is easy!  This service is available 24-7, 365 days of the year.  Visit www.texasonline.com.  Requirements for using on-line renewal include:

  1. Vehicle is registered in your county of residence.
  2. You need the plate # and last four digits of the VIN.
  3. You need an email account.
  4. A $2.00 bank processing fee is included.
  5. Current liability insurance is verifiable (30/60/25).
  6. Vehicle inspection within the last 90 days.
  7. Valid credit card (VISA, MasterCard, American Express or Discover).
  8. Gross weight of vehicle is 54,999 lbs. or less.
  9. Must furnish Agricultural/Timber Registration # if this is a farm registration. Go to www.comptroller.texas.gov/taxes/ag-timber for additional information.

Guidelines for new vehicles to be titled and registered in Texas:

  1. MCO/MSO (Manufacturer’s Certificate of Origin/Manufacturer’s Statement of Origin): The MCO/MSO must be signed on the back by the seller in the first assignment.  The title assignment must be complete with all required information.
  1. Form 130-U (Application for Texas Certificate of Title): The 130-U must be completed with all sections filled in and properly signed by the title applicant(s).
  1. Bill of Sale: An original bill of sale is required describing the vehicle and reflecting the purchase price, or the seller’s signature is required at the bottom of the 130-U and the sales price reflected on Line 37.
  1. Odometer Disclosure Statement: The seller and title applicant(s)’ original signature(s) are required on a Federal odometer statement.
  1. A Weight Certificate may be required on some commercial vehicles and RVs.
  1. Proof of Financial Responsibility: Proof of liability insurance is required in the title applicant’s name.  Texas minimum requirements are 30/60/25.
  1. The vehicle must have had an inspection within the last 90 days.

Guidelines for used vehicles to be titled and registered in Texas: 

  1. Texas Title, Out-of-State Title, Out-of-Country Title: The assignment of title must be properly completed with all required information, signed by the seller(s) and the title applicant(s).  If the vehicle is 10 years or older, the purchaser’s signature is not required on the title. 
  1. Form 130-U (Application for Texas Certificate of Title): The 130-U must be completed with all sections filled in and properly signed by the title applicant(s).
  1. Bill of Sale: An original bill of sale is required describing the vehicle and reflecting the purchase price, or the seller’s signature is required at the bottom of the 130-U and the sales price reflected on Line 37.
  1. If the vehicle is a gift, an Affidavit of Motor Vehicle Gift Transfer form must be completed and notarized. Under the Tax Code, a person commits a felony of the third degree by signing an affidavit or application for title if he or she knows that it is false in any material fact.
  1. Out-of-country vehicles require additional documentation. Please call our office for assistance at 806.775.1344.
  1. A Weight Certificate may be required on some commercial vehicles and RVs.
  1. Proof of Financial Responsibility: A Texas Liability Insurance Card proves that the vehicle is covered by a policy that provides at least the minimum amounts of liability insurance required by the Texas Motor Vehicle Safety Responsibility Act.  Proof of liability insurance is required in the title applicant’s name.  Texas minimum requirements are 30/60/25.  For vehicles with out-of-state insurance policies, a copy of the declarations page will be required for verification.

Title Fees are $28:  some additional fees may apply.

Sales Tax is 6.25%.  Texans who buy a used vehicle from anyone other than a licensed vehicle dealer are required to pay motor vehicle sales tax of 6.25% on the purchase price or standard presumptive value (SPV), whichever is the highest value.  Click here for the SPV Calculator.

Beer & Wine Permits:  The Lubbock County Tax Assessor-Collector receives TABC permit fees but does not issue or renew permits.  For an application for or renewal of a Beer & Wine Permit, visit the TABC website at www.tabc.state.tx.us.

To look at assessments and tax bills for individual properties, go to the Lubbock County Appraisal District (LCAD) website:  www.lubbockcad.org.  Tim Radloff is the Chief Appraiser/Administrator.  He can be reached at 806.762.5000 or by email at info@lubbockcad.org.  LCAD provides services to both property owners and the taxing units within its jurisdiction.  LCAD provides the property assessed value, issues the annual property tax bills, receives payments for property taxes, processes Homestead Exemptions, and considers protests and appeals.
